I'm sorry if I missed this, but it feels really strange. Maybe it doesn't create a local file if the cloud option nis enabled? Well it seems like Windows is hiding this folder completely (enabled show hidden elements) because I can find it with File Commander.
I used the Android app "File Commander" to seath for the word sav (the file extention of the save files). There are several root folders on my device. You want to create a directory junction (using the /j option) in your dropbox folder that points to the directory where Fallout Shelter saves the games.
